Prof. Ansari is an Economist and Education Specialist. He has served on the staff of several institutions in senior positions, provided research and consultancy services to national and international organizations. He has made significant contributions to growth of knowledge, particularly in the areas of human resources development, higher education and research.
He holds a Ph.D degree in Economics (of Education), PG Diploma in Public Finance, M.A. Economics, 1 st Division, from the Universities of Buckingham (England) and Aligarh. Currently, Prof Ansari is Advisor, Yes Global Institute, a think tank of the Yes Bank. He has recently accomplished a research project on ‘Developing a Credit Market for Financing Higher Education’ (2016), which explores ways and measures for financing Universities to promote quality teaching, research and innovation.
Earlier, as a Member of UGC, Prof Ansari was responsible for assisting the Commission, a regulatory body, in designing and implementing policies for promotion of higher education and research, mainly through the mechanisms of funding and quality assurance. Under the auspices of the UGC, he was the chairman/member of several technical committees/ task forces for guiding policy planning in higher education and research.
Prof. Ansari was a Centre appointed Interlocutor on J&K (2010-11) for holding talks and engaging all the sections of the society in the process of a sustained dialogue for a peaceful resolution of the Kashmir issue. Interlocutors’ Report provides a framework for resolving Kashmir imbroglio through an uninterruptible dialogue process.
He was Central Information Commissioner (2005-2010), under the Right to Information Act 2005. He was responsible for enforcing the provisions of the Act as well as educating the stakeholders, mainly info seekers and providers to enable them to effectively exercise their Rights to information. Through his decision notices, over ten thousands, he paved way for promoting openness in functioning of the government departments and allowed citizens’ access to the records pertaining to decisions making processes as well as implementation of various development projects. He co-authored a Report (with AN Tiwari) on “Transparency Audit: Towards an Open and Accountable Government”, 2015.
Prof. Ansari was Professor & Director of Distance Education Council, IG National Open University & Hamdard University; Senior Economist, FICCI; Director (Research), AIU; Fellow, NUEPA, and Consultant, Planning Commission of India.
As a professional economist of education of international repute, Dr. Ansari has provided research and consultancy services to several national and international bodies and developing countries. He was Member of international teams for accomplishment of Education Sector Reform Project, Government of Mauritius, the World Bank; Bihar Education Project, UNICEF; and Human Resource Development in Micronesia, ADB.

Prof. Ansari has widely traveled in India and abroad, and visited several countries in connection with higher studies, participation in conferences and for providing research and consultancy services. He has participated in over 300 TV/Radio programs on various subjects specific to his expertise. His areas of specialization are: Economics of Higher Education, Educational Planning and Finance, and Rights-based Approach to Development and Democratic Governance.
